SPECIAL EDUCATION

Keokuk Community School District is committed to providing comprehensive special education services to support students with diverse learning needs. Our programs are designed to ensure every student has access to a free and appropriate public education (FAPE) in the least restrictive environment, as mandated by the Individuals with Disabilities Education Act (IDEA). We collaborate with families, teachers, and support staff to create individualized education programs (IEPs) that address each student’s unique goals, strengths, and challenges. By fostering an inclusive and supportive learning environment, we strive to empower all students to reach their full potential.

An Individualized Education Program (IEP) is a customized educational plan developed for students who qualify for special education services. It outlines the student’s specific learning needs, goals, and the support and accommodations necessary for their success. In Iowa, the IEP process begins with a referral for evaluation, which can be initiated by a parent, teacher, or school staff member. The evaluation assesses whether a student has a disability that adversely affects their educational performance and requires specialized instruction. If eligibility is determined, a team—including parents, educators, and specialists—collaborates to develop the IEP. This document is reviewed annually to ensure it continues to meet the student’s evolving needs and is revised as necessary to support their academic and developmental growth.

Per the Department of Education requirement, each school district must provides a yearly report to the community that outlines the district’s progress. The Annual Progress Report (APR) is now released by the Department of Education as an Iowa School Performance Profile.

Annually, the Iowa Department of Education releases an update to the school accountability reporting system called the Iowa School Performance Profiles. The reports on the performance of the Keokuk Community School District as well as other Iowa schools are released to highlight multiple measures and meets federal and state requirements for publishing report cards, including student growth and graduation rate, and additional data that are required by law.

A majority of the scores are pulled from the Iowa Statewide Assessment of Student Progress (ISASP) and the Conditions for Learning survey and specifies target areas of support need for individual schools based on their performance.

The overall performance includes both an overall score and performance rating for all Iowa schools. The rating categories include Exceptional, High Performing, Commendable, Acceptable, Needs Improvement, and Priority.

VICTORY BELL | The Victory Bell in front of KHS is more than 155 years old and was previously in the tower on top of Rolla Fire Co. No. 2, a firehouse at 926 Main Street, that was organized on July 19, 1860? The firehouse was modified with living quarters and horses in 1878 and the first motorized rig was assigned to it in October 1919. The building was used as a firehouse until 1929, when the firefighters and equipment were moved to the firehouse on North Sixth Street. It is believed to have been obtained from a “junk dealer” by the KHS classes of 1963, 1964 and 1965 to give it to the school district, according to Damon Cackley of the Keokuk Fire Department.

Gifted education is not a luxury or a reward. It is a state mandated and state funded categorical program to provide appropriate, challenging instruction to students with exceptional ability.
