We are committed to transporting students safely on activity trips, and to and from school.
KCSD provides transportation for eligible students before and after school to regular bus stops for all qualifying students.

FAST FACTS
- – In 2023, KCSD purchased buses with seat belts and added integrated car seats to enable.
- – KCSD transports preschool age children to and from nine local daycares due to a need in the community (not required).
- – Several buses have air-conditioning, which is required to transport some passengers with disabilities.
- – Bus Evacuation Drills are held regularly in the district.
- – KCSD has a six to eight-passenger golf cart to aid in transporting fans with mobility concerns to Calvert Stadium and around campus.

BUS ELIGIBILITY
KCSD provides transportation for students before and after school to regular bus stops for all qualifying students.
– Elementary students living more than two miles from their designated school
– High School students living more than three miles from their designated school.
Students eligible for transportation services will be required to be picked up and dropped off at specific designated bus stops nearest their place of residence. These specific designated bus stops and approximate times will be made known to parents. No students or parents/guardians are allowed to ride a KCSD bus without prior administrative approval.
Students with temporary residence due to a valid special condition or restriction may be considered for transportation services. Requests for such special consideration must be submitted in writing to the building principal and transportation director.
Students eligible for specialized transportation services as listed in their Individualized Education Program (IEP) may receive curb-to-curb transportation. Transportation of a student to and from a special education support service is a function of that service, and is specified in the (IEP). When the IEP team determines that unique transportation arrangements are required and the arrangements are specified in the IEP or IFSP.
BUS RULES & SAFETY
All school rules apply to student transportation. In addition, bus riders should:
- cooperate with directions given by adults and engage in behavior that is not distracting to the driver or others,
- remain seated in assigned seat, facing forward while on the bus; and keep all hands, feet, and personal items inside the bus (e.g., no arms, heads, hands out of the window),
- be ready to board the bus 5 minutes before the scheduled arrival time,
- get off and an at their scheduled stop,
- wait for the bus to come to a complete stop before exiting, and only cross a street or road when the driver signals that it is safe to do so,
- use appropriate language and indoor voices,
- use lap/shoulder belts if available, and
- keep windows and exit doors closed unless directed to open by the driver, or in an emergency.
DRIVER AUTHORITY
The school bus driver has the same authority on the bus as the teacher in the classroom. If a student’s conduct, while a passenger on a bus, is such that bus rules are violated and the student refuses to cease when requested by the bus driver, bus transportation will be denied. Riding a bus is a privilege that can be taken away if bus rules are not followed.
BUS DRILLS & SAFETY
The school district will conduct school bus safe riding practices instruction and emergency safety drills at least twice during the school year, once in the fall and once in the spring, for students who utilize school district transportation. Fire and tornado drills are each conducted regularly during the academic school year with a minimum of two before December 31 and two after January 1.
Each school bus vehicle will have, in addition to the regular emergency safety drill, a plan for helping those students who require special assistance to safety during an emergency. This will include, but not be limited to, students with disabilities.
Employees are responsible for instructing the proper techniques to be followed during an emergency, as well as safe riding practices. It is the responsibility of the superintendent to develop administrative regulations regarding this policy.
To insure the safety of all riders and drivers, please adhere to the following procedures:
- – All students using school district transportation are expected to cooperate with drivers’ and/or staff members’ directions the first time given and should not engage in behavior that is distracting to the driver or others.
– Students should remain seated, facing forward at all times on the bus; and keep all hands, feet and personal items inside the bus (e.g. no arms, heads, hands out of the window).
– Bus stop times are approximate and subject to change without notice. Make certain riders are curbside and ready 5 minutes before the scheduled arrival time.
– Parents/guardians should supervise students at bus stops before and after school. - – Riders may only get on and off the bus at their scheduled bus stop.
- – Before standing up to exit, the riders must wait until the bus comes to a complete stop.
- – When students must cross a road/street to get on the bus or when leaving the bus, they are required to wait for the driver’s hand signal before crossing the road.
- – Lap/Shoulder belts available on district buses will be used when the vehicle is in any non-stationary gear. Policy 711.10
- – Except in an emergency situation, riders must not open the emergency exits, doors or windows.
- – All students are expected to use appropriate language and talk at a classroom level (e.g. no profanity, hand gestures, yelling, screaming or distracting noises).
- – Advise child(ren) “If you don’t have anything nice to say, don’t say anything at all”.
- – No skateboards, snow sleds, trading cards, etc.
- – It is recommended that parents/guardians transport large projects or instruments (e.g. show and tell, science or displays, drums or cello, etc…).
- – Personal music is allowed, however headphones and/or earbuds must be used to limit distractions to the driver.
- – Parents/guardians have the responsibility to make their child(ren) aware that with food and beverage privileges, riders are required to dispose of all beverage containers, candy wrappers and trash in a responsible manner. Good housekeeping must be maintained on all district school buses. See Bus Rider Rules: Reasonable restrictions.
- – Discipline referrals (bus write-ups) accumulate for the entire year. The referrals are not removed when a new semester begins within that school year. 3 referrals and the student will be removed from the bus at the Director’s discretion.
- – Riders feeling ill should not ride the bus.
- – Friends of bus riders may not ride the bus if they are not eligible for transportation.
- – Eligible friends of bus riders may ride with a signed note from parents/guardians after principal/designee signs notes to be presented to the bus driver.
- – Discuss family obligation to pay for vandalism to the bus or school vehicle.
INCLEMENT WEATHER
WEATHER CONDITIONS
School district buses will not operate when weather conditions due to fog, rain, snow or other natural elements make it unsafe to do so.
CLOSURES & DELAYS
Because weather conditions may vary around the school district and may change quickly, the best judgment possible will be used with the information available. The final judgment as to when conditions are unsafe to operate will be made by the superintendent. The superintendent will be assisted by the actual “on location” reports of the drivers.
Several drivers each year will be specially designated to report weather and road conditions by bus radio when requested to do so. Other employees and students will be notified by commercial radio when school is canceled or temporarily delayed. When school is canceled because of weather anywhere in the school district, all schools will be closed.
When weather conditions deteriorate during the day after school has begun, cancellation notices will be announced by commercial radio. Students will be returned to their regular drop-off sites unless weather conditions prevent it. In that case, students will be kept at or returned to school until they are picked up by the parents.
EMERGENCY ROUTES
Due to inclement weather or hazardous road conditions, (snow, ice, or extremely soft gravel roads) buses may not run, be delayed, or operate on hard surfaced roads only. Local media will be informed of changes in the regular school transportation schedule.
Emergency routes will be published at the beginning of the school year. Parents needing assistance understanding the emergency routes, should call (319) 524-3960 to clarify either their routes and/or the emergency pick up points. Parents are asked to make plans in advance with their students about what should be done when the school schedule changes.
BICYCLES, MOPEDS & MOTORCYCLES
Students in grades two or higher may ride a bicycle to school; must secure the bike in designated areas; and walk the bike while on school property. Mopeds and motorcycles driven to school must not be ridden on school grounds and must be secured in designated areas.
NOTE | The District is not responsible for lost, stolen, or damaged student bicycles and motorized vehicles.
AUTOMOBILES
Students driving to and from school must obey common road laws and must act safely and responsibly while driving in and around school grounds. Students that violate laws as it pertains to driving or put any other student in danger while operating a vehicle may not be permitted to park on or around school grounds for a definitive time period determined by the building administration. A student that is driving under a school permit that violates this policy may be subject to having their school permit revoked or suspended for a time period determined by the building administration.
Students holding an Iowa Intermediate Driver’s License need a waiver to drive without a parent/guardian, family member over 21, or designated adult over 25 between the hours of 12:30 a.m. and 5:00 a.m. due to returning from a school activity or work. Waiver forms are available from the principal. Waivers for school activities are issued per activity not for a semester or year and apply only to those times when students would be returning home after 12:30 a.m. from a school event or work. Iowa Code 285.1.a. The board of directors in every school district shall provide transportation, either directly or by reimbursement for transportation, for all resident pupils attending public school, kindergarten through twelfth grade, except that:
When measuring distance to determine eligibility for transportation, distance shall be measured by using the shortest distance on public roads only. In general, school buses do not travel on private roads/lanes or in private subdivisions. Distance is measured from the student’s driveway to the assigned attendance point of entrance.
- – Elementary pupils shall be entitled to transportation only if they live more than two miles from the school designated for attendance.
– High school pupils shall be entitled to transportation only if they live more than three miles from the school designated for attendance.
